Country Entry Rules
Before departure, familiarize yourself with the peculiarities of entering the country and preventive measures
Information for passengers arriving in the Russian Federation from other countries (updated 12/22/2020)

In accordance with the Resolution of the Chief State Sanitary Doctor of the Russian Federation dated 03/18/2020, citizens of the Russian Federation arriving in Russia by air are obliged to:
- fill out a questionnaire arriving in the Russian Federation on the Unified portal of state and municipal services in electronic form before departure to the Russian Federation (when purchasing a ticket, but no later than check-in for the flight).
- submit to Rospotrebnadzor the result of the COVID-19 test (by PCR method), made within 3 days after returning to Russia. In case of a positive result, stay in a 14-day quarantine at the place of residence.
The information is relevant for both outbound and regular passengers arriving in the Russian Federation.
In accordance with the Order of the Government of the Russian Federation dated March 16, 2020 ( https: //www.mid.ru/informacia-dla-rossijskih-i-inostrannyh-grazdan-v-svazi-s-koronavirusnoj-infekcie ... ) restrictions for entry into the Russian Federation are currently removed only for citizens of Turkey, Great Britain and Tanzania.
All other foreign citizens, including citizens of the CIS, must have a residence permit to enter the Russian Federation. The only exceptions are citizens of Ukraine with a residence permit in the Luhansk and Donetsk regions.
According to the Resolution No. 22 of July 27, 2020 "On Amendments to the Resolutions of the Chief State Sanitary Doctor of the Russian Federation No. 7 of March 18, 2020 and No. 9 of March 30, 2020"
Foreign citizens and stateless persons, when boarding an aircraft traveling to a destination on the territory of the Russian Federation, including in transit, must:
- Ensure that you have a medical document confirming a negative test result for COVID-19 by the PCR method (in Russian or English, it is allowed to provide a document in the official language of the state of registration of the organization that issued it with a translation into Russian, the accuracy of which is certified by a consular officer of the Russian Federation) ... The material must be selected no earlier than three calendar days before arrival in the territory of the Russian Federation;
- Fill out the form before arriving in the Russian Federation;
- Fulfill the requirements for self-isolation for a period of 14 calendar days if foreign citizens arrive in the Russian Federation in order to carry out labor activities.
Information for passengers flying to Israel

The following persons can enter the territory of Israel:
- Israeli citizens and residents
- Passengers with diplomatic or service passports. They must have a diplomatic or official ID issued by the Protocol Department of the Ministry of Foreign Affairs
- Passengers with an entry permit issued by the Israeli Foreign Ministry

Upon arrival in Israel, quarantine must be observed for 14 days.

From 09.11.2020, new restrictions on entry into the Czech Republic came into force, according to which entry into the Czech Republic is allowed only for:

- citizens with a long-term residence permit issued by Andorra, Australia, Austria, Belgium, Bulgaria, Croatia, Cyprus, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland (rep.), Italy, Japan, Republic of Korea , Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Monaco, the Netherlands, New Zealand, Norway, Poland, Portugal, Romania, San Marino, Singapore, Slovakia, Slovenia, Sweden, Switzerland, Thailand, Great Britain and the Vatican (Holy See)
- citizens with diplomatic passports traveling on duty for up to 14 days;
- spouses of citizens of Great Britain, Andorra, Monaco, San Marino, Switzerland, the Vatican (Holy See) and an EEA member state residing in the Czech Republic;
- citizens under the age of 21 who are the children of citizens of the United Kingdom, Andorra, Monaco, San Marino, Switzerland, the Vatican (Holy See) and an EEA member state residing in the Czech Republic
- passengers with a D visa issued by the Czech Republic
- passengers with a C visa issued by the Czech Republic after May 11, 2020
- partners who are not officially married to citizens of the United Kingdom, Andorra, Monaco, San Marino, Switzerland, the Vatican (Holy See) and an EEA member state residing in the Czech Republic. You must have proof of relationship from the Czech Ministry of Foreign Affairs
Entry regulations to the Czech Republic
- Before the flight departure, all passengers need to fill out the online form www.prijezdovyformular.cz
- passengers under 5 years old
- passengers with a diplomatic passport traveling on duty for up to 14 days

Passengers arriving at Terminal 1, i.e. from a non-Schengen country and the next connecting flight from Terminal 2, i.e. to a Schengen country, you must go through passport control in the arrivals hall of Terminal 1, and then proceed to Terminal 2 for a connecting flight.
Passport control in the airport transit area when moving from Terminal 1 to Terminal 2 will be closed until further notice due to technical reasons.
Passengers arriving at Terminal 2 with a connecting flight from Terminal 1 can go through passport control in the airport transit area.

- Passengers arriving in Germany must check-in electronically. If during check-in for the flight the passenger does not have a completed electronic check-in, it is required to fill out a document in paper form.
- Entry to Germany is only allowed:
- citizens of the member states of the European Economic Area and Switzerland;
- British citizens;
- immediate family members of EEA and Swiss nationals. You must have proof of relationship;
- immediate family members of British citizens. You must have proof of relationship;
- closest relatives of residents of Germany. You must have proof of relationship;
- passengers with a residence permit issued by an EEA member state or Switzerland;
- passengers with a long-stay visa issued by an EEA member state or Switzerland;
- passengers with a visa issued by Germany after March 17, 2020;
- residents of Australia, New Zealand, Singapore, Thailand and Uruguay. They must have lived in the country of residence for at least 6 months;

Information for passengers traveling to Kyrgyzstan

From 04.12.2020, foreign citizens and stateless persons can arrive on the territory of Kyrgyzstan without restrictions.
All foreign citizens, as well as stateless persons, must have a negative result for COVID-19 (using the PCR test method), which is valid for 72 hours (3 days). If the PCR test expires (72 hours) for objective reasons related to flight or flight delays, a foreign citizen or stateless person must undergo this test upon arrival.
For citizens of Kyrgyzstan, PCR tests are not required, but upon arrival in the Kyrgyz Republic, it is necessary to observe the regime of mandatory self-isolation at the place of stay or residence for l4 days.

Passengers flying to Dubai from Russia must provide at check-in at the airport of departure (RF):
- A printed certificate with a negative test result for COVID-19, done by PCR no later than 96 hours before departure at an accredited medical facility
The analysis result is accepted only in a printed version, it must be in English or Arabic. A certificate in Russian, in electronic form or completed by hand is not acceptable.
Children under 12 years of age and passengers with moderate to severe disabilities are exempt from the PCR test.
- Medical insurance for the entire period of stay in the UAE, covering the cost of treatment for coronavirus infection and self-isolation in an observatory with a positive test for COVID-19.
Upon arrival at the UAE airport, you must:
- Re-test for COVID-19 for all passengers, except for disabled people and children under 12 years old. Before receiving the results of retesting, you must stay at the hotel or at the place of temporary residence.

Information about permission to enter the UAE
All arriving UAE resident passengers must ensure that they have been granted an entry permit.
Abu Dhabi only accepts residents and foreign nationals with a residence permit ("resident visas").
Passengers holding resident visas issued by Dubai authorities are required to obtain an entry / re-entry permit before planning their return. This can be done here
Passengers holding resident visas issued by other emirates (all except Dubai) can obtain entry permits from the federal authorities.
Tourists with a valid visa or visa on arrival are not required to obtain any permits from the GDRFA or ICA through the links above.
Passengers traveling in transit through Dubai must follow the requirements of the final destination.

Information for passengers flying to Uzbekistan

In accordance with the Protocol of the meeting of the Special Republican Commission on Combating Coronavirus in the Republic of Uzbekistan, the procedure for the entry of passengers into Uzbekistan by air has been announced:
- Passengers planning flights to Uzbekistan from the “yellow” and “red” * zones, upon check-in, must provide the airline representative with a certificate with a negative result of a PCR test for COVID-19 in English or Russian. (The term of a certificate of passing the PCR test should not exceed 72 hours before departure.) In the absence of a negative test result, passengers will be denied check-in for the flight.
- Upon arrival in Uzbekistan, passengers need to pass thermometry.
- Passengers arriving from the countries of the "red" zone must present to the passport control officers a certificate of passing a PCR test for coronavirus with a negative result and a completed application form for 14-day home self-isolation in the airport arrival hall.
- Obligation questionnaire for citizens of Uzbekistan is filled out at the place of permanent residence, and for foreign citizens - at the place of temporary registration in the country (questionnaire in English / Russian and Uzbek languages).
- Upon arrival in Uzbeksitan, all passengers must take a PCR test for coronavirus infection.
Entry procedure for transit passengers:
- Transit passengers arriving from the “yellow” and “green” zones through the “red” zone are allowed to enter Uzbekistan. Such a passenger, after arriving in the country, in the absence of a negative PCR test for COVID-19, undergoes PCR testing at the airport at his own expense and fills out a commitment form for 14 days of self-isolation.
- Transit passengers arriving from the “red” zone through the “yellow” and “green” zones are allowed to enter Uzbekistan. Such a passenger, after arriving in the country, in the absence of a certificate of passing a PCR test with a negative result, undergoes PCR testing at the airport at his own expense and fills out a commitment form for 14 days of self-isolation.
- Passengers who have a fever or other symptoms of COVID-19 upon arrival will be examined at the airports of Uzbekistan. If the PCR test for COVID-19 is positive, passengers will be hospitalized for treatment.
- If a passenger detects signs of illness during the flight or when entering the country, as well as if a passenger is found without a certificate or with a falsified certificate, such a passenger will have to undergo testing at Tashkent airport at his own expense.

IATA Rules XIV. ADMINISTRATIVE FORMALITIES 40. GENERAL PROVISIONS Application of passport, customs and other rules for performing international flights of aircraft For all aircraft, their crews and passengers arriving on the territory of the Republic of Uzbekistan and departing from this territory or following in transit, as well as on their property imported to the territory of the Republic of Uzbekistan or imported from this territory is subject to passport, customs, currency, sanitary, quarantine and other rules established by the legislation of the Republic of Uzbekistan on entry and exit, as well as import (export) of property and transit through the territory of the Republic of Uzbekistan.
PASSENGER'S RESPONSIBILITY FOR PENALTIES, DETENTION COSTS, ETC.
