Plants
In order to protect the territory of the Russian Federation from the import of quarantine pests (pests and pathogens of plant diseases, weeds) from other states, on the basis of plant quarantine regulations, the following is prohibited from being imported in hand luggage and baggage:
  • seeds of cultivated and wild plants
  • living plants and their parts
  • fresh vegetables and fruits
  • soil and plants with soil
  • legumes (peas, mung beans, chickpeas, etc.)
  • nuts, roots, bulbs
and other materials of plant origin that are not accompanied by international documents confirming the phytosanitary safety of these products.
Based on Article 16 of the Federal Law “On Plant Quarantine”, the state plant quarantine inspector is given the right to detain, seize and destroy the above-mentioned materials imported in violation of phytosanitary quarantine requirements, as well as infected or contaminated with quarantine organisms.
Additionally, we inform you that in accordance with national legislation, the import of Garmala into the territory of the Russian Federation is prohibited.
The specified plant contains in its composition the narcotic drug - harmine, which, in accordance with Decree of the Government of the Russian Federation No. 681 of June 30, 1998 “On approval of the list of narcotic drugs, psychotropic substances and their precursors subject to control in the Russian Federation,” is a narcotic drug.
Illegal movement across the state border of the Russian Federation (customs border of the EAEU) of narcotic drugs, psychotropic substances, their precursors (including in the form of medicines and dietary supplements) entails administrative and criminal liability with penalties up to life imprisonment with a fine of up to 1 million rubles or in the amount of the convicted person’s income for a period of up to 5 years.
