Passenger Conduct Rules on Board the Aircraft

1. General Provisions
- Air transport is an industry associated with increased danger. The protection of passengers and crew members from acts of unlawful interference in civil aviation activities, as well as ensuring flight safety, are the top priorities of the airline and are ensured through a comprehensive set of measures. The foundation for implementing these measures is the compliance with established norms, rules, and procedures by all participants of air transportation.
- These "Passenger Conduct Rules on Board the Aircraft of JSC 'Ural Airlines'" (hereinafter referred to as the "Rules") have been developed and implemented to ensure flight safety, improve passenger comfort, and prevent various offenses on board the airline's aircraft.
- A passenger's behavior on board the aircraft and their compliance with established rules are important components of ensuring the safety of the flight.
2. Passenger Rights and Obligations
2.1 The passenger has the right to:
- request services provided for by the terms of the air carriage contract;
- approach crew members and request their protection in cases where their life, health, or personal dignity is threatened;
- offer their services in providing medical assistance to passengers (when appropriate) and/or as an assistant during preparations for an emergency landing;
- purchase/use the "Seat Selection" service on board the aircraft.
2.2 The passenger on board the aircraft must:
- comply with these Conduct Rules on board the aircraft.
- present valid travel documents before boarding the aircraft.
- unconditionally comply with the instructions of the aircraft commander and recommendations of other crew members related to flight safety:
- take their seat in the aircraft cabin according to their boarding pass, or when necessary for flight safety - as directed by the aircraft crew members;
- store carry-on luggage and personal items in specially designated areas indicated by the flight attendant and/or according to the color of the "Carry-on Luggage" tag issued to the passenger at the check-in counter/boarding gate/departure airport/transfer/transit;
- take care of their carry-on luggage and items transported in the aircraft cabin. The passenger is responsible for the safety of their carry-on luggage and items transported in the cabin, including electronic devices and laptops;
- take with them all carry-on luggage and items placed on board the aircraft, as well as electronic devices (laptops, tablets, phones, etc.) transported in the cabin;
- fasten seat belts when the "Fasten Seat Belts" sign is illuminated and keep them fastened until the warning sign is turned off.
2.3 Passengers are prohibited from:
- smoking tobacco, including using electronic devices, or consuming nicotine-containing products during the entire flight;
- consuming alcoholic beverages except those offered on board the aircraft;
- using narcotic or psychotropic substances;
- creating conditions that are uncomfortable for other passengers;
- creating situations that threaten flight safety or the life, health of other passengers and crew members;
- entering the cockpit and interfering with the flight crew's actions;
- distracting or obstructing crew members from performing their duties, as well as giving them instructions concerning the flight;
- using electronic devices and communication means (including mobile phones) during taxiing, takeoff and landing;
- placing electronic devices (laptops, tablets, phones, etc.) on the fold-down trays of the seat in front. All electronic devices must be stowed in carry-on luggage or special bags/cases during beverage and meal service;
- using electronic devices to play audio and video content with sound without headphones while on board the aircraft;
- damaging (disabling) the airline's property or aircraft equipment and/or removing it from the aircraft;
- using emergency equipment without appropriate crew instructions;
- leaving their seat during aircraft taxiing, takeoff, climb, descent and landing when the "Fasten Seat Belts" sign is illuminated;
- committing hooligan acts or actions that demean the honor and dignity of others, as well as actions that may provoke aggressive behavior from others;
- behaving disrespectfully and aggressively toward other passengers and crew members (raising their voice, using profanity toward other passengers or insulting flight attendants, etc.);
- exiting the aircraft without permission from the aircraft commander (crew members);
- bringing weapons or their imitations into the cabin;
- taking animals out of their containers during the flight. Animals must remain in closed containers;
- photographing or video recording aircraft crew members and passengers without their consent. According to Article 152.1 of the Civil Code of the Russian Federation, "...the use of a citizen's image (including photographs or video recordings) is permitted only with that citizen's consent."
A passenger who commits the above actions or fails to comply with the aircraft commander's and crew members' requirements regarding flight safety rules is considered a violator of these Rules.
For violating these Rules on domestic flights within the Russian Federation, the passenger is liable under current Russian legislation. For international flights, liability is determined by international air law (international conventions) and the legislation of the destination country or transit country, regardless of the aircraft's country of registration or operation.
3. Passenger Liability for Violating Conduct Rules on Board the Aircraft
- Passenger liability for violating these Conduct Rules is stipulated by the legislation of the Russian Federation.
- To ensure the safety of passengers and crew members, according to Article 107 of the Russian Air Code, the airline (carrier) has the right to unilaterally terminate the air carriage contract in the following cases:
- if the passenger's health condition requires special air transportation conditions or threatens the safety of the passenger or others, as confirmed by medical documents, or creates disorder and unavoidable inconvenience for others;
- if the passenger violates the Conduct Rules, creating a threat to flight safety or to the life and health of others, or fails to comply with the aircraft commander's orders given according to Article 58 of the Russian Air Code;
- if prohibited items or substances are found in the passenger's belongings or luggage.
- According to Article 58 of the Russian Air Code, the aircraft commander has the right to issue orders to anyone on board to ensure flight safety and demand compliance. The commander may take necessary measures, including restraint, against those who create an immediate threat to flight safety or others' lives/health and refuse to obey orders. The commander may instruct crew members to stop such unlawful actions using special restraint devices available on board as approved by the Russian Government. Upon arrival at the nearest airport, the commander may remove such individuals from the aircraft and, if their actions constitute an administrative or criminal offense, hand them over to law enforcement.
- Any crew member may:
- take reasonable preventive measures without the commander's approval if there are sufficient grounds to believe such measures are immediately necessary to ensure the safety of the aircraft or persons/property on board;
- stop serving alcoholic beverages to passengers who are intoxicated or under the influence of any substances;
- confiscate passengers' alcoholic beverages (including duty-free purchases) for the duration of the flight (with return after landing).
If the airline (carrier) terminates the air carriage contract due to the passenger's violation of Section 3.2(2) of these Rules, the fare will not be refunded.
The rights granted to the aircraft commander (crew members) under Sections 3.2-3.4 are implemented by:
- issuing the passenger a "Commander's Order to Cease Violation of Conduct Rules";
- preparing a "Violation Report" if the commander decides to remove the passenger and hand them over to law enforcement. One copy goes to law enforcement, another is attached to the flight assignment, and the third is given to the passenger.
4. Denial of Air Carriage Contract
- The carrier or its authorized representative may refuse to conclude an air carriage contract with a passenger if they are included in the carrier's restricted list according to Article 107.1 of the Russian Air Code. The restriction period cannot exceed one year from the effective date of the legal act that placed the passenger on the restricted list.
- The decision to restrict carriage is made by the carrier's head (or acting head) based on:
- a final administrative penalty under Article 11.17(6) of the Russian Administrative Code;
- a final court verdict or appellate conviction for onboard crimes under Article 213(1)(c) or Article 267.1 of the Russian Criminal Code.
